OH claims the world's time is like sand in an egg timer and while at first you hardly see it trickle out then at a given point there is so little in the top of the timer that it seems to gush through.. he thinks we are nearing that point very soon and that the decline will then be at a headlong rush rather than the calm walk it is now..
I suppose it depends on what you focus on, and it is all a matter of opinion.
For example, music.
Ok, yeah, there is some pretty crappy music out there, but what about the fact that with the internet you can now listen to so many different types of music and bands that you would have never otherwise heard of. If this was the early 90's or 80's and I was reading a book about some obscure band, the best I could hope for would be to try and find them at a record store. If I can't find it, then I will never hear it. Now, al lI have to do is type it into YouTube and voila!
I mean the internet itself is a pretty amazing thing.
Some people see it as a decline, but I see it as a shift. I mean, we don't need to be so "smart" and have such good memories when most of us have the answers to ANYTHING IN THE WORLD at our fingertips.
Eventually this might cut out some professions when you think about it. A lot of things you used to need a professional for you can figure out yourself with enough perseverance. DIY videos, etc.
I took my former comapany to court over a wrongful dismissal all by myself because I had Google help me out with things I did not understand.
I don't think we are at a decline at all. In fact, I think we are nearing a point where advancements are going to be happening much quicker. Everyone can communicate with everyone about everything so we can all build on each other's ideas much quicker than we could before.
I think I lean more toward being "Switzerland" (neutral).
I have my moments of feeling we're in a decline, but then I also see things being improved all the time, so it's hard for me to only be a 'declinist'. I guess it depends on my mood.
I'm much more of a self-defeatist on average... which is a different, more personal, monster.

GUILTY.
The more I see people around me, the more I feel that we are just... spiraling on down! I mean check the news, the streets, education, what issues people care about as compared to what should be cared about.
I am with Heather on this one. The world is doing ok.
I found this quote:
“Our youth now love luxury. They have bad manners, contempt for authority; they show disrespect for their elders and love chatter in place of exercise; they no longer rise when elders enter the room; they contradict their parents, chatter before company; gobble up their food and tyrannize their teachers.”
